This is usually triggered by reconnecting "too fast" "too many times", as if the connection is being throttled.
It seems safe to leave this issue for later since I was able to re-connect the SSL connection after waiting out the reconnection penalty.

I've not experienced any SSL issues for a good long while. This is a non-issue, it seems.
